For neutral vegas, quest is same as for NCR or Legion. Dead Sea, a member of the Legion in Nelson, will give you this quest. If the player character can kill Papa Khan undetected by the other Khans, Regis will become the leader of the Khans. Regis will then agree to ally the Khans with the NCR. No guards will come after Benny has been killed, and the casino will not turn hostile.
Four guards will come if he is forgiven and allowed to escape. If the player character chooses to forgive Benny in the presidential suite, XP will be rewarded for the mission.
